Statement by the Ethnic Armed Revolutionary Resistance Organizations, July 31, 2014

From July 24 to 29, 2014, the meeting of top leaders of the Nationwide Ceasefire Coordinating Team (NCCT) members and from July 30 to 31, the meeting of top leaders of the ethnic armed revolutionary resistance organizations were successfully held in Laiza Town.

One hundred and fifty five top leaders, representatives and observers, from a total of (18) ethnic armed revolutionary resistance organizations, attended the meetings. They cordially held discussions and were able to adopt resolutions unanimously. It was seen that the initial Laiza-Law Khee Lar spirit and Laiza unity had been raised up by the meetings.

Similarly, mention has to be made that attendance of the meetings by Mr. Vijay Nambiar, the UN Secretary-General’s Special Envoy for Burma/Myanmar and his team, and Mr. Tan Yin, Assistant to Mr. Wang Yinfan, the Special Envoy for Asian Affairs of the People’s Republic of China, and his team, was an exceptional presage and propitious development, in the revolutionary history of Burma/Myanmar.

The item the ethnic armed revolutionary resistance organizations could take pride of was, indeed, the UN Secretary-General Special Envoy’s presentation of the UN Secretary-General’s letter of felicitation to the meeting.

In the first stage of the meeting, submission of the report of the NCCT, thorough deliberation on the second draft of the Nationwide Ceasefire Agreement (NCA single text), compiled together by drafters of the NCCT and the Union Peace-Making Work Committee (UPWC), collection of the opinions and laying down of the 10-point guideline were successfully achieved.

In the second stage, in addition to giving mandate again to the NCCT to finalize the NCA (Single Text), this Summit Meeting directed the NCCT to hold a meet with the UPWC as soon as possible.

The future programs, after the nationwide ceasefire agreement is signed, are to be as follows.

(a) The drafting of framework for political dialogue and striving for starting political dialogue.

(b) Holding forums and discussions on a wide scale, in accordance with the Political Road Map contained in the Nationwide Ceasefire Agreement (Draft), and holding, on a wide scale, consultations and discussions on actions that must be taken until a Union Accord can be signed.

(c) In an emergency situation when a decision is necessary on matters of principle with regard to the Nationwide Ceasefire Agreement, the NCCT is to call a meeting of top leaders of the member organizations.

Both the summit meetings, hereby declare that they will consistently uphold the principle of establishment of a “Federal Union guaranteeing democratic rights and the rights of equality and self-determination” which is all the ethnic nationalities’ national political aims and objectives.
