Respectable Mr. President,

On the occasion of New Year, I would like to extend firstly my wishes to you for physical and spiritual health.

The approved draft, gained at the recent 7th Single Text draft agreement negotiation meeting between the Nationwide Ceasefire Coordination Team (NCCT) and Union Peace-making Work Committee (UPWC), is viewed as a good result in the initial step for the establishment of a genuine Federal Union.

In order to be able to realize nationwide ceasefire in practice, by carrying on the good result, I would like to urge and suggest that it is necessary for Myanmar Tatmadaw to cease military offensives nationwide, unconditionally and immediately, and negotiations are held with the respective ethnic armed resistance organizations.

The armed conflicts, taking place especially in Kokang Region, are horrors that are a serious concern for the country. Those conflicts have become like a worry and a hindrance to the signing of Nationwide Ceasefire Agreement. In reality, the Kokang people are one of the ethnic nationalities of Burma/Myanmar and they have had the good tradition of having ceasefire agreement and cooperation with the previous successive governments. The Kokang force, the MNDAA, fighting in face to face and confrontational battles in Kokang Region, is a member of the NCCT, which has been involved in the current nationwide ceasefire process, and it is also a member of the UNFC.

For that reason, I would like you to use your power and capacity, in the peace process led by you, to realize the nationwide ceasefire speedily, through dialogue and negotiation, with other organizations concerned, including the Kokang force.

Mr. President,

Loss of lives, hearths and homes to both sides are almost a daily occurrence, as a result of face to face battles taking place, on the ground. These are inestimable losses to the country. Accordingly, I would like you to endeavor for finding resolutions through negotiation and consultation, with a view to the future of the Union and unity of the ethnic nationalities, whatever the underlying causes may be. Only when all are included in the nationwide ceasefire process, meaningful internal peace will be able to be realized. Therefore, I would like to request and urge you to immediately halt all the current military offensives so that we may be able to proceed from the nationwide ceasefire process to the political dialogue, leading towards the establishment of a genuine Federal Union.
